Ranks, villages and chakra natures, explained
The village decides who your OC answers to, the rank decides which missions they get, and the chakra nature decides how they fight. Pick one of each and the rest of the shinobi falls into place.

Genin
The lowest and most common rank. Genin work in four-person squads, three genin and a jonin sensei, mostly on risk-free D-rank chores with the odd C-rank mission. To move up, a genin has to pass the Chunin Exams.

Chunin
Genin who pass the Chunin Exams become chunin, trusted to lead a squad on C and B-rank missions. They may wear the flak jacket with scroll pockets, though it is not mandatory, and some, like Iruka, go on to teach at the Academy.

Jonin
Elite ninja who can usually use at least two chakra natures. A jonin may lead a genin squad as its sensei or take A and S-rank missions alone. A tokubetsu jonin is a specialist with jonin-level skill in one field only.

Rogue ninja
A missing-nin has left their village for good and is listed in that village's Bingo Book. Some keep their forehead protector; members of the Akatsuki carve a scratch across theirs to show they have rejected their village.

Hidden villages and Kage
Each of the Five Great Shinobi Countries has a hidden village led by a Kage: the Hokage of the Leaf, the Kazekage of the Sand, the Mizukage of the Mist, the Raikage of the Cloud and the Tsuchikage of the Stone. Each country is named after one of the five chakra natures.

Most ninja have an affinity for one of five natures, tested with chakra paper: fire burns it, wind cuts it, lightning wrinkles it, earth crumbles it and water soaks it. Each nature beats the next: fire beats wind, wind beats lightning, lightning beats earth, earth beats water and water beats fire.

Kekkei genkai
A bloodline ability, usually passed down within a clan. Some are special eyes, like the Sharingan and the Byakugan. Others fuse two natures into a new one: Ice Release (wind and water), Lava Release (fire and earth) or Storm Release (lightning and water).

How to make a Naruto OC
Whether you want a custom Naruto character for roleplay or want to design your own Naruto character for a fanfic, a strong shinobi comes down to five choices. The generator does the drawing; make these first.

Start with a village and a rank
A Leaf genin on D-rank chores and a Mist ANBU hunting deserters live very different stories. Pick the village first, since it sets the Kage your OC answers to and the flak jacket they wear (green in the Leaf, beige in the Sand, grey in the Mist), then a rank that fits their age.

Choose one chakra nature
Most ninja have an affinity for one nature, and learning a second can take years. A genin with one nature and a clear weakness reads as believable. Save two natures for a jonin, and a kekkei genkai like Storm Release for a clan story.

Invent a clan instead of borrowing one
Canon clans come with a history fans know by heart. Give your OC an original clan name with a meaning, like Shiogiri (tide mist), plus one inherited trait: a kekkei genkai, a family weapon or a secret technique.

Decide where the headband goes
Most ninja tie the forehead protector on the forehead, but in the series Sakura wears hers as a hair band, Hinata around her neck, Shikamaru on his arm and Rock Lee as a belt. Where your OC wears it, and whether it has a scratch through it, says a lot before they speak.

Give them a squad and a signature jutsu
Genin work in squads of three under a jonin sensei, so sketch two teammates and a teacher. Then write one signature jutsu with a counter in mind, using the nature cycle: a fire user should worry about water.

The five natures beat each other in a circle: fire beats wind, wind beats lightning, lightning beats earth, earth beats water and water beats fire. Ice, Lava and Storm are kekkei genkai that fuse two natures, and Taijutsu suits a fighter with no ninjutsu at all.
You can type any clan or eye into Extra details, and Uchiha OCs are among the most popular. The Sharingan belongs to the Uchiha and the Byakugan to the Hyuga, and nearly the whole Uchiha clan is killed in one massacre in the story, so an Uchiha OC needs a reason they survived. An original clan with its own kekkei genkai gives your OC the same weight without clashing with canon.
Yes, though it is a big choice. Each of the nine tailed beasts, from the One-Tail to the Nine-Tails, already has hosts in canon, so many fans set a jinchuriki OC in another era or invent an original beast. Describe the beast and where the seal sits in Extra details.
Give them one strength, one real weakness and a fight they could lose. The common trap is stacking everything at once: a rare kekkei genkai, a tailed beast, a Sharingan and a jonin rank at twelve. Keep one rare trait at most and let the nature cycle hand their rivals a counter.
